2. On the second reading of the Bill, the Opium Farmer was, with the permission of the Council, heard through Counsel against the passing of the Bill. His Counsel protested against the Bill as an infringement of the rights which the farmer had acquired, in pursuance of the provisions of the Prepared Opium Ordinance of 1891, by the purchase of the farm, and he intimated that if the Bill were passed, the farmer would consider that his contract had been so materially varied as to justify his immediately throwing up the farm and leaving the Government to whatever remedy it might be advised to have recourse to.
