An essential element in the calculation of the Civil servants who had to decide whether or not it was for their interest to accept it, and the length of time that must now take place while the Retrenchment Committee is pursuing its enquiries, together with the very problematical nature of the possibility that the Committee will be able to recommend any substantial retrenchment upon which contingency alone the Unofficial members promise their vote, or again that even if such retrenchment is advocated Your Lordship will approve it, deprives the offer of its value directly in proportion to the extent of the delay having effect given to it.
