I beg respectfully to submit the following statement regarding the appointment of William Robinson as Superintendent of the Government Vaccine Institute.

In March 1892, I was appointed by His Excellency, Sir W. Robinson, as Superintendent of the Government Vaccine Institute, with a salary.

His Excellency maintained that the Superintendent is properly designated as Colonial Veterinary Surgeon.

I have been performing my duties without extra remuneration and I now solicit that my salary will be sanctioned as well as an increase to my salary.

With the additional duties imposed by the above appointment, I will take care to give briefly my principal reasons for addressing you.

During the year 1887/8, there was an epidemic of smallpox in Hong Kong, and the calf lymph hitherto available from Japan was deteriorating in quality.

Par 3. H. Deo Voeux, His Excellency, the Governor, called upon the medical profession to experiment with the establishment of a Permanent Vaccine Institute for the cultivation of vaccine lymph independent of outside supplies.
