In these circumstances I am unable to recommend compliance with the prayer of the Memorialist for raise of salary on account of his duties in the Vaccine establishment, or that a prospect of additional remuneration on that account should be held out to him otherwise than on the condition of a profit being shown on the working of the establishment.
