I think Mr. Ladds has something for himself. He was appointed to inspect live stock, and is now in addition called upon to supervise a vaccine establishment. For this additional work he is not to receive any additional pay. I think a case is made out unless a profit is made out of the concern. We must assume, I suppose, that he had little to do before, as his time is now filled up; and in any case...
