I fully appreciate his motives in taking this course, I consider that the refund he pauses is not only uncalled for but actually embarrassing at once to the government, which is thus placed in an awkward position of obligation for one of its own servants, and to other officers, who may not be able to act in a similar manner, even if they wished to do so.
I have added that I pointed out to you confidentially that the sum payments cannot be considered as revenue and I have intimated that I cannot appeal when payment being treated as deposits are placed in pursuance of my views on the subject, you put them in train for settlement.
I have also pointed out that they should be treated and held to his order, in the hope that he will withdraw them as soon as possible, and that they should not be put into his own pocket.
