of those officers who suffer most acutely from the "call of exchange" may be improved - appear to justify the belief that the words in the same paragraph pact terminates when the contract is afforded, and I claim that the expressions used in the despatch and its enclosure justify my belief.
I have read that "leave salary shall be 3/- to be taken absolutely independent of the condition laid down in Article 12, that the abatement of the leave rate is merely to, in some measure, recoup the Government for the outlay on payment of half the salary in the Colony, and is entirely dependent on the existence of an allowance to the officers who accept.
Briefly, my acceptance is entirely based on the belief expressed above, that the Secretary of State's offer is intended by him to afford temporary relief, and that ipso facto.
We also accept the Secretary of State's offer on the same interpretation.
