"The fall in exchange is much less in my case than in that of those Civil servants whose salaries are smaller than mine, and who have to provide for relatively larger home charges than I have, by reason of their having children to educate, or relatives to support in England.

6. Even since I arrived in the Colony, exchange has dropped from 2/11/4 to 1/11¼d (as on the date of my moving my resolution), which represents a loss of nearly 33 per cent. The loss is still greater in relation to the rate of exchange that ruled previous to the granting of the increase to the Civil service of Hongkong; and the loss on the basis of exchange ruling when the Unofficial Members submitted the recommendation upon which that increase was granted, amounts to about 42 per cent. In other words, official salaries are lower.
