M. Panfield, the Acting Registrar General (M. Thomson, who often expresses views contrary to the ordinary official view) that he thinks there are provisions in Law 11 of 1890 for the Registration of doubtful cases.

The Secretary of State's despatch to abolish that registration is finally decided and applies to the Colony by today's mail.
The question that he raises of registering non-Christian Marriages is a difficult one, as it is mixed up with the recognition of the quasi-polygamy of the Chinese.
