I submit for the consideration of the Government printed copies of a Draft Scheme of Regulations for Government Scholarships.

I also enclose adverse criticisms of this new Scheme forwarded to me by the Headmasters of Diocesan College and Diocesan School who prefer the former Scheme, and favourable criticisms by the Headmaster of St. Joseph's College and the Manager of the Morrison School / Rev. Gg. St. Band who approve of the principles of the new Scheme. The other Managers and Headmasters of local English Schools have not sent to me any statement of their views, although
