In reply to your letter of 9th inst. (received today) I beg to submit some remarks on proposed Scholarships.
The Government, as H.E. and the Governor has publicly assured us, requires the Community to furnish youths with a good knowledge of English. The £200 Scholarship is an incentive to the study of English, for it is attainable by excellence in subjects that could all be taught in that language (Latin only optional).
