Whole matter hangs for the present, but State added that the Secretary of State considers that D-Eiici's scheme is open to objections, and that it is not to be substituted for the existing share system without further consideration.
If the finances look up a bit hereafter, I think it would be a good thing to get some educational man from this country or India to go to the Straits & Hong Kong & advise about education.
There is little or no doubt as to the propriety of any department of Secondary Education at Hongkong, which includes Scholarships at Fort Street to England. Very few Europeans settle there as they do at Eleuthera, and such Scholarships are likely to go away & bring little or no benefit to the Colony.
As it is clear from the Gov. Despatch that for financial reasons the scheme cannot be introduced at present, it is better to let the matter stand over for the present. Circumstances may change, and it is hoped that it can be brought forward later. When the state of the finances permits something to be done, this scheme or some other may be brought forward carefully.
