I do not like this new scheme, at any rate so far as to exchange for a Government Scholarship of £200 p.a. for 4 years one of £80 p.a.

Criticised as too little for England & too much for
Dr Eitel intends it as a grant in aid merely,
but I believe that, if a scholarship is to be given with a view to boys coming to England, it should cover the whole cost. I should let the
