W. Best thinks that the Indian Govt's closing its mints is having the effect of mining the Indian export trade, benefiting Japan enormously, & is eventually likely to benefit China.

Meanwhile his advice to Hongkong is to establish Cotton mills, & not to let Japan gain all the benefit of India's folly.
His advice to bimetallists is to drop the idea of a fixed ratio between gold & silver.
