I should be glad if you would bring the following facts before His Excellency the Governor.
"In April 1891, Justice Clarke went home on leave and Mr. Chater, the then Registrar of the Court, was appointed to act for him as Judge.
In May 1891, while I was Acting Attorney General, yielding to the request of Major-General Barrer, then administering the Government, which request I knew to be in accordance with the wish expressed by Governor Des Voeux
