If provision could be made for the transfer of Messrs Badeley, Brewin and Robingen, it would of course be necessary that some arrangement should be entered into with the Straits Government as to their Seniority, and the Hongkong Government would have to bear it's proper proportion of their prospective pensions.
In view of the necessity for retrenchment I have made this proposal to your Lordship trusting that it may meet with your approval.
