Board of Examiners Lam told that this course is more practicable and less likely to cause friction than the suggestion made in the memorandum enclosed in my despatch of the 22nd of December last, viz that the lower classes of the college should continue to be inspected by Dr Eitel, though he should no longer inspect the upper classes; and I gather from your despatch No.26 of the 12th of February that you are of the same opinion.

If this change is carried out, care must be taken not to let Dr Wright think that I am satisfied with the part which he has played in these controversies, or that he will in future be free from control and from independent examination. He must consider that he is on his trial and that he has yet to win the confidence of the Secretary of State.
