We are sick once for all and absolutely of the notion that the publicity of an independent Examination can be bad. If, as he declares, the work done in the College is good, why is it an object to be inspected?

5. Either Dr. Eitel is the Head of the Education Department or he is not. If he is not, then the Department has no head and the confusion and friction complained of are accounted for. Let a Head of the Education Department be appointed without delay, and order will be restored.

6. If Dr. Eitel is the Head of the Education Department, the Government could not do better than maintain him in his position. Apart from the irritating conditions under which the last inspection of Queen's College was undertaken, and which may have provoked him to point out in strong light the defects of that Establishment, Dr. Eitel, as all concerned with education in Hongkong will testify, is thoroughly qualified and fair as an Examiner. He has the confidence of the Government (and of the Community); and no place in the service of the Crown would be harder to fill than his.
