The system of comer fee applies to it. It should not therefore, Mr. May thinks, be under the Inspector of Schools, but again under a Special Board of Examiners.
He does not think that the suggestion that the hahool only should be examined by the 2: Titel would work.
He would exempt the whole from his inspection. I gather that the mischief is caused mainly by the personal feeling between S. Wright and 2dt Wright.
It would be a good thing if L: Wright could be moved elsewhere.
I should like to ask the governor whether the fees could be readjusted, so as to send elementary pupils from the College to the outside Schools and take their higher pupils for the college.
This seems to be a common sense solution, if it can be done.

Was the despatch about the Queen's College at Hongkong finally written. I would put a few queries privately to Sir Cecil Smith, as knowing both Hongkong and the Straits Settlements, in order to see how far the same difficulties arise in the two colonies.
I was careful to explain that I was simply acting off my own bat - this with regard to the last question. There is nothing especially in the information given which need modify Lord Ripon's instructions I am now writing; but hereafter it may be ... well to have some outside enquirer sent to overlook the schools in these colonies.
