with
a memorandum on
the
system of Education obtaining at Queen's College formerly Known as Victoria College, Hongkong.
I have no objection to the modifications of the existing arrangements suggested in the 6th and following paragraphs of that memorandum, though if a Governing Body is appointed I should prefer that Dr Eitel's connection with the College should cease altogether.
On a report by Bishop Burdon and Dr Chalmers, which is enclosed in my 49799 Confidential Despatch of even date herewith in regard to the system of Education, I concur.
It is, I believe, a mistake to join the teaching of English and Chinese, and the Chinese should have the responsibility thrown on them of learning their own language.
