Things that! I should mention in my memorial only one item of the excessive cost of living here, house rents. I have done so because the rents of houses here, except in the fog at the Peak, are notorious. Cadets here are given a house allowance equivalent to about a third of their salaries – while in Arylon they have none.

O'Brien sends me the enclosed with a request that I will do "what I can to secure Lord Ripon seeing it at an early date."

He adds "Paragraphs 6 & 7 use a curious and rather striking, not to say they are an understatement." Of course they are. For house rent is not the only item in which the necessary cost of living here exceeds that in Arylon. Still, even as they stand, they are curious enough.

Has there ever been another case in the Colonial Service, in which an officer after seventeen years of work is "repeatedly characterized" ...
