conditional offer therein made has been communicated to the officers concerned, with the result that 22 officers in the general service desire to accept it, while 105 do not desire to accept it, and that of the 66 members of the Police Force who are concerned, all without exception are unwilling to accept it. Under these circumstances I beg leave to enquire whether subject to the concurrence of the Legislative Council those officers who desire to avail themselves of the offer should be allowed to do so, without its being applied to the remainder, and if so, with effect from what date; or whether the offer is intended to be available only if made applicable to all officers concerned.
