Since that date I have been fully informed of the State of the Defences of Hongkong having visited all the batteries, and, thro' the courtesy of His Excellency the Major General Commanding, I have had opportunity of witnessing the operations at the Military mobilisations both of 1893 and 1894.

As the result I am well satisfied generally with the defences of the Colony which have clearly been worked out with care by the Defence Committee under the presidency of His Excellency Major General Digby Barker.

I have the honour to be,

Your Excellency's obedient Servant,

signed. E. R. Fremantle,

Vice Admiral.
