16.). There is no feeling of hostility towards Britain for allowing Opium to be exported from India. On the contrary, where the exportation is stopped by law, it would lead to further estrangement between Britain and China. The Chinese are intolerant of any interference with their customs and laws by an alien power, however friendly.
17. Were the Chinese, as a people, under the belief that opium smoking was sapping the manhood of the people of the empire, its consumption would be stopped at once by rigid laws enforced with a severity which the Chinese, better than any other people, know how to carry out.
