would suffer to an immeasurable extent and from all the information, I can gather, there appears no other means of making good this large deficit, of Her Majesty's Indian Empire. I am of opinion that instead of crippling the opium trade every encouragement should be given by Her Majesty's Government to the development of the opium trade by the reduction of duty and other facilities in order that the dealers
may
be able to compete with China which is steadily but surely, making an inroad into the trade and also by way of recompense for the heavy losses which the dealers have suffered by the recent action of the Government in bringing about the sudden fall in the value of silver.
