I have the honour to request that this Government may be furnished with copies of the Inland and Foreign Treasury Warrants referred to in paragraph 6 of the enclosure thereto, and informed whether these Warrants have been issued under section 4 of 38 Vict. c. 92 or under 38 Vict. c. 22, if not, under what authority they have been issued, in order to give effect to the terms of Article 18 of the Vienna Postal Convention of 1891, in regard to the repression of the manufacture and use, etc. of Counterfeit Postage Stamps.
