It might perhaps be desirable hereafter to consider the question of amalgamating the Widows' and Orphans' Pension Funds of the two Colonies, but pending such a step, the cases of officers who have served in both Colonies would be sufficiently met, if the Straits Settlements Hong Kong Widows' and Orphans' Pension Fund Ordinance were to be amended in the manner proposed [in paragraph 4 of my despatch No.208 of 9th August last,] [in the case of the similar law at the Straits Settlements in the enclosed extract from a despatch to the Governor of the Colony].

In accordance with Sir Cecil Smith's suggestion, it would be well that whenever, in your opinion, it is indispensable so far as the requirements of the Colony under your Government are concerned that a cadet or cadets should be selected in this country, you will communicate with the Governor of the Straits Settlements, so that, if he also desires that a selection should be made, a joint application may be sent home to me on behalf of the two Colonies for the total
