I have the honour to transmit to you copies of correspondence with Sir Cecil Smith, as noted in the margin, relative to a proposal to amalgamate the Civil Services of the Straits Settlements and Hong Kong.
2. I concur generally in the views expressed by Sir C. Smith on this question, and I would propose that, in future, cadets shall be selected for the Civil Service of the Straits Settlements and Hong Kong, thus treating the two services as one, for the purpose at all events of recruiting cadets; that all future officers shall be informed that they may be required to serve in either Colony indifferently, and that vacancies may be filled from a common list, irrespective of the Colony in which they occur, the sole considerations to be taken into account being the merits, qualifications, and special experience of those whose names appear on such list.
