I think eventually there should be one Widows & Orphans fund for Hongkong, the Straits & the Native States. It will be a much simpler plan.
As soon as the Native States appointments are classified, one Civil Service established, it might well be amalgamated with the Straits & Hongkong.
1. Civil Services to be, as far as the scales of Salaries to be, possible, uniform in all three.

M. Johnson & I are not quite at one about this draft. He thinks that difficulties will arise if we attempt to speak of the two services as being one, and thinks that what is wanted is met by laying down simply that men are transferable from one Colony to the other.
