So far I have noticed only this provision affecting the abuse which has given rise to this Bill, and I should not have presumed to trouble the Secretary with my observations on them but that I am most deeply concerned with the remainder which has been smuggled into contact with them - In effect these further provisions are not for the regulation of the consumption of Morphine, dishonestly stated in the letter, but for the suppression of the use of opiates.

Upon this attempt, I would first observe that I presume the Secretary of State would allow no legislation in Hong Kong until the report of the India Opium Commission has been made public. But whatever that report may be, this part of the Bill touches...
