We have the pleasure to enclose herewith, for the perusal of The Marquis of Ripon, the rules issued by The Government of Bengal respecting the importation in bulk at Calcutta, petroleum and for comparison with those issued on the same subject at Hong Kong, which are in some respects most vexatious and unnecessary.

We invoke His Excellency's aid in having them amended as follows:

Rule 6. We certainly think that, in case of need, the Certificate given at port of shipment, should be deemed sufficient as otherwise these valuable steamers may be kept waiting an unreasonable time for the Certificate of the Harbour Master, before being allowed to discharge.
