In the telegram which I sent you the other day about my office Staff, kindly underline, "their opinion is subject to the Condition of securing a thoroughly competent Assistant Secretary" in para 5. And add the following fresh paragraph at the End.
11. The result of the adoption of the above suggestions would be a Minimum Saving of $5700 per annum, without any loss of efficiency. Thus
