At your suggestion, the annexed telegram
was sent on Saturday to Hong Kong.
By Sir James Russell's death the government have lost a most able and loyal officer, lately retired and some of us have lost a warm personal friend. He had, I think, still living relatives.
Shall we send a letter of condolence as well as the telegram to Hong Kong?
I also suggest expanding it into a despatch.
