During the smallpox epidemic of 1887,
the then Governor, Sir G. W. Des Voeux, called the medical profession and others to experiment with establishing
a

cultivation
of vaccine lymph
which
was
contaminated
and unreliable.
Many tried
to cultivate vaccine lymph
but
all failed
due to
such
factors as
the extreme heat.
Some after
private experiments
reported to the Govt that it was
impossible owing to the
climate.
I made some private experiments and was successful.
The Sanitary Board recommended that a Vaccine Institute be established.
This was
encouraged to proceed in 1890 under the direction and guidance of
the present
staff.
I am
the only man
in the Colony who
cultivates vaccine lymph
in addition to performing
all my ordinary duties
