I gather from last paragraph of this Memorandum that M. Ladds has sent in a Memorial which we shall doubtless receive from the Governor before long.
Before taking this case it would be best to wait until the Governor forwards M. Ladds' Memorial.
[M. Ladds has same case, I think, if and the Hongkong finances are favorable to increases of salary now.]
