Reference to your letter to me of 21st November, and my interview with you on 29th November, I submit that I have precisely followed the instructions of the Ordinance, but to avoid giving you further trouble in the matter and having the papers again returned to me, I have endeavoured to comply with your requirements, but would state in reply to your paragraphs-

(2) That I have appointed Mr H.J. Dinnis of Hong Kong to act as my substitute in Hong Kong, and I have written to him by this mail. I do not think under the Ordinance that a local agent is required, but I admit the desirability of such appointment. If it can be waived I should prefer it.

(3) (a) The Declaration originally bears a notarial stamp, but it is so faint as to be very easily overlooked. I have got the same notaries to re-seal and stamp it.

(b) No Power of Attorney whatever...
