The date of his letter N7129 August, 18... 1893 is distinct evidence of the receipt of the papers at the Office of the Colonial Secretary in the Colony.

I have to request that you will give instructions that the Application be antedated to the day of its receipt at the Colonial Secretary's Office in Hong Kong.

I beg the favour of this being done with the Inclosures, viz. copy of letter and receipt.
