With reference to my despatch No. 238 of 4th October 1892, I have the honour to transmit to you for your consideration and report copy of a letter from the Controller & Auditor General relative to a report by the Local Auditor on the accounts of the Official Receiver in Bankruptcy, dated 10th October last, which you appear to have seen under flying seal and of which you can obtain a copy from Mr. Nicolle for further reference if necessary.
2. Mr. Nicolle observes in the course of this report that the position of the Official Receiver under the Bankruptcy Ordinance of 1891 differs from that of the Official Assignee under the former Ordinance in the following three respects; (1) he is not the Registrar of the Court, (2) he gives no security and (3) he is remunerated by fees instead of the fees being paid to the Government.
