I feel it most difficult to advise the Colonial Office on such a question, and on such evidence as is afforded by 3 Acts of Parliament.
If I am right in assuming that no one except a Medical practitioner, whether Chiricve or other, can authorise the injection of morphia, then a great blow should be given to a growing and a vicious practice; And thus far the continuance of the provisions of the Act would appear to be such as should be continued in operation
