I am directed by the Local Government Board to advert to your letter of the 8th ult., requesting their opinion as to whether the Ordinance of the 23rd September, 1893, passed by the Legislature of Hong Kong for the suppression of the practice of injecting preparations of Morphine by unqualified persons may properly be allowed to remain in operation, and I am to forward for the information of the Under Secretary of State for the Colonies.
