in the view that in colonies whose arrears of revenue should not be written off as irrecoverable without the previous sanction of the Secretary of State being obtained, and that the Gov of Hong Kong has been instructed accordingly.
The Gov has also been requested to furnish the Lord Ripon with his views as to the desirability of bringing the form of lease for 999 years which it is proposed to grant to "Squatters" into conformity with the provisions of the Rating Ordinance 1888.
