Sir,

I am directed by the Comptroller and Auditor General to acknowledge the receipt of your letter, No. 6/93 dated 15th February, last, reporting the discovery of certain frauds at the Colonial Treasurer in connection with the collection of Crown Rent.

In so doing, I am to state that the Comptroller and Auditor General forbore from dealing with the Report in question until he had before him the facts of the Case now been furnished, by the courtesy of the Secretary of State, with a copy of the Report of the Commission of Enquiry. He desires me to inform you that his own judgment agrees with that expressed by the Commissioners in Paragraph 32 of their Report, viz., that "Mr. Dicolle should have required the Treasurer in writing to complete the book at once, and failing compliance with this request, to have reported the matter at once to the Governor" - and consequently the Comptroller and Auditor General substantially concurs in their finding.
