Sir,

I am directed by the Comptroller and Auditor General to transmit to you, for your information, a copy of a letter received from the Colonial Office dated 2nd instant, and copies of the accompanying despatches from the Governor of Hong Kong dated 27th March and 7th April last, together with the reply from this Department of instant, relating to the system of accounting for Works Expenditure and the Store Accounts of the Colony.

With reference to the foregoing account of 7th April, 1893, and the Report from the Director of Public Works to the Colonial Secretary of 30th March, 1893, I am to request that, if you have not already done so, you will satisfy yourself as to the apparent discrepancies mentioned in paragraph 4 of Mr. Cooper's report.

As regards paragraphs 5 and 6, the Comptroller and Auditor General is of the opinion that variations in the rate of exchange, which affect
