Sir,
With reference to your Letters No 46 of 18th February 1892, and No 254 of 20th December 1892, on the subject of the method of accounting for works expenditure, I have the honor to inform you that I have, as suggested in Mr Thilcin's letter to Mr Meade No 1882 of 7th December 1892, conferred with the Director of Public Works and we have at the request of the Colonial Government submitted a joint report, copy of which is enclosed. The report, as you will see, practically follows the lines suggested by Mr Bromley Memorandum No 41 of 20th December 1891.
As the Estimates for this year do not show contract work and stores separately suppose the suggestions in the joint report, if approved, cannot be carried out till next year and so this will allow time for any further suggestions you may wish to make.
