I beg to inform you that since the interview which my colleague Sir Alfred Dent and I had with you, the Directors have had occasion to carefully reconsider the clauses in the Bank's Charter dealing with its note circulation.

The conclusions they have come to are embodied in the enclosed copy of a letter which I have this day addressed to Reginald Welby at the Treasury.

This letter will show you plainly in what light the matter is now viewed by the Bank's Directors and it is thus unnecessary for me here to enlarge on it.
