We have the honour to address you with reference to the changes which are about to take place in this department, in consequence of Mr. J. A. Carvalho's resignation and which will, we would respectfully submit, be most detrimental to our interest.

If information is correct (and we have no reason to doubt it) the Government instead of making a departmental promotion proposes to appoint Mr Cunha as third clerk at a yearly salary of $960 with annual increments and Mr. Remedios as fourth clerk at a yearly salary of $900 with annual increments also.

We would respectfully point out that if this proposal is carried out it will be hard on us inasmuch as we have served the Government faithfully for years while these two gentlemen are mere outsiders and have no claims whatever on the Government.

We desire to call your attention to the fact that both Mr Alves and Mr Carvalho have moved up and that in case we are not promoted in the same way it would appear
