We have the honour to request that you will forward to His Excellency the Governor for transmission to the Most Honourable the Marquis of Ripon, Secretary of State for the Colonies our letter sent herewith in triplicate, submitting for his consideration our complaint with reference to the recent changes in this department by which we have been deprived of our expected promotion and, as we respectfully submit, very seriously injured in our position and prospects.
