In Secretary Elgin's despatch Bannerman stated that his Lordship intended the Colonial contribution to be continued for the quarter ended the 31st of March last, as it was understood from your letter of the 25th of December last, (No. E/Gen/Hong Kong/319), that the payment from Army funds would take effect from the 1st of January. The Governor of Hong Kong was instructed accordingly, on the 20th December last.

And Lord Ripon does not consider it now necessary to alter the arrangement then arrived at.
