With reference to your 20th December, forwarding a copy of a letter from the Admiralty on the subject of the proposed obstruction of Kellett's Bank, Hong Kong, by Junks, in the event of war :
I am directed to acquaint you for the information of the Marquees of Ripon, that the Secretary of State for War agrees with the Lords Commissioners of the Admiralty, that the proposed partial blocking of one of the entrances to Hong Kong Harbour, by any obstruction across Kellett Bank would not add to its security against attack sufficiently
