Dear Sir Arthur Haliburton,

Lord Ripon would be prepared to submit to the Colonies concerned the arrangement indicated as an alternative policy in paragraph 60 of the Report of the Committee on Military Lands viz: "the free surrender to Colonies of all lands and buildings no longer required for Military service on the understanding that they should provide all necessary lands and buildings for the garrisons" with the addition of the words "to the extent that their means will permit".

If this meets the views of Mr. Campbell-Bannerman Lord Ripon would be glad if you would communicate with Sir Reginald Welby and ascertain whether the Treasury will accept it in which case he thinks that the Conference may be dispensed with.
